Decarbonising energy systems by the second half of this century is a common challenge for all countries. How does the nature of the challenge differ for countries depending on their level of development? For lower income countries, facing rapid growth in energy demand, there is a particular need for a new paradigm. What might it look like, and can they still grow their economies substantially over the coming decades while keeping per capita emissions at historically much lower levels?
