In the context of the health crisis linked to the Covid-19 pandemic, Lucien Chabason analyses the weaknesses and gaps in the governance of transnational risks, more particularly associated with infectious diseases with pandemic risk. He makes several proposals (in terms of evaluation of current mechanisms, reform of certain legal aspects and cooperation between institutions and between countries) aimed at improving and strengthening the framework, tools and effectiveness of this governance.

Initiatives concerning the review of scientific knowledge and governance are the responsibility of countries. The EU or the G20 could be the initiators of draft recommendations aimed respectively at triggering scientific assessments and international governance. Pending these assessments, the legal and governance aspects according to the options proposed above, or others to be discussed, could start to be explored. At the national level, a joint task force, involving the relevant ministries and civil society, could be set up to monitor the process.
