Dans le cadre de la mise en œuvre de la stratégie marine et côtière pour l'Afrique du Programme des Nations unies pour l'environnement (PNUE), le secrétariat de la Convention d'Abidjan pour la coopération en matière de protection et de développement du milieu marin et côtier de la région de l’Afrique de l’Ouest et du Centre organise un panel d'experts sur la gouvernance des océans, en partenariat avec The Swedish International Development Agency (SIDA), The International Ocean Institute - Southern Africa (IOI-SA) et l'Iddri.

"This panel will aim at laying down the foundations of a Pan-African model for ocean governance.
The specific objectives of this workshop are to:
- assemble for its first meeting the Abidjan Convention Experts Working Group on Ocean Governance to advise on the development of mechanisms in the subject for the African continent, as well as for the member countries of the Abidjan Convention;
- produce a Road Map to guide the Experts Working Group and associated stakeholders towards the production of an African Policy on Ocean Governance, that can be implemented at regional, national and local (e.g. municipal, port, community) levels, as well as the organization of a Pan-African Ocean Governance Summit to secure the regional political engagement;
- facilitate the development and production of the Ocean Governance Policy;
- develop a draft decision on the subject to be adopted by the Parties at the COP 11 meeting in 2014;
- lay down the foundations for the organization of a Pan-African Summit on Ocean Governance."
