Résumé
The texts and commitments of Addis Ababa and New York confirm that a new period is opening up in the era of sustainable development, a period whose novelty resides in the coincidence of at least four elements: i) renewed ambitions, ii) better sharing of tasks among actors, iii) a broader palette of instruments and iv) new ways of learning to better integrate the three above points.
This new Sustainable development financing architecture raises the question of the role of Official Development Assistance (ODA). We shed light on the rationale and objectives of ODA as they can be read in the official documents and sites of the United Kingdom, Germany, France, China, as well as the Bill & Melinda Gates Foundation. This highlights blind spots: the questions of new role of ODA if ODA conditions of success are outside the world of aid ii) The question of the sustainability of financing if they would be subscribed in the form of debt and the sharing of public / private responsibilities in risk management in particular. iii) The question of the demand: for the moment Agenda 2030 as it is being discussed today is a “supplier” agenda.
