Abstract [en anglais]:
"Recently, it has been debated, particularly in Europe and the United States, that differentiated climate policies among countries could engender carbon leakage and weaken domestic industrial competitiveness. Carbon border tax was therefore highlighted as one way of solving the carbon leakage problem.
This paper provides a detailed analysis on a theoretical basis of forms of carbon leakage and competitiveness, then discusses different forms of border carbon tax and reviews major studies. It finds that the implementation of border carbon tax still faces several difficulties in short term and proposes possible coping measures once border carbon tax is implemented in Europe for China in the long run."
