"This paper assesses key challenges of EU ETS policies and demonstrates major proposals to improve the system. The over-allocation of quotas is one of the major determinants of the current low carbon price. The economic crisis and lack of policy coherence between EU ETS, EE and RE also contribute to the significant decline of the carbon price signal. A predictable and strong carbon price signal is of urgent need to stimulate sustainable and effective low-carbon investments and ensure Europe’s international credibility on climate change. However, none of the current proposals could provide a complete solution for the EU ETS. The set-aside is so far the most politically feasible solution. This paper provides useful experience at the time that China introduces domestic ETS."
