Chief of the Division of Sustainable Development and Human Settlements of the United Nations Economic Commission for Latin America and the Caribbean from 2004. Formerly, he was Director of the Center for Sustainable Transport of Mexico, a mobility program in Mexico City. Between 1994 and 2000 he was the Head of International Affairs at the Ministry of Environment, Natural Resources and Fisheries of Mexico (SEMARNAT). Coordinator and co-author of numerous texts, among others, in Revista de la CEPAL , working papers and reports in ECLAC, and co-author in the IPCC AR-5 (Fifth Assessment Report) published by the World Resources Institute, which explores possible evolutions of the climate change regime for developing countries.
