"During the 10th COP to the Abdijan Convention held in Pointe Noire, Republic of Congo, from 12 to 16 November 2012, Contracting Parties adopted the Decision CP.10/8 “Environmental standards for the offshore exploration and exploitation activities of mining and mineral resources off the coasts of the States Parties”.
While calling the Contracting Parties "to exchange information, experiences and expertise in the field of security and maritime safety standards", this decision urges States to "implement initiatives involving the relevant international organisations, such as IMO, UNEP, regional and sub-regional organisations and the extractive industries to develop regional environmental standards" for the exploration and exploitation of mining and minerals activities companies off the coasts of the States Parties.
The Contracting Parties of the Abidjan Convention therefore committed themselves to elaborate regional environmental standards for offshore exploration and exploitation. However, the decision does not give any detail regarding the form and the content of these standards.
It is against this background that the International Institute for Sustainable Development (IDDRI), the Regional Marine and Coastal Program (PRCM) and the Secretariat of the Abidjan Convention are organising an experts group seminar to discuss the preparation of regional environmental standards for offshore exploration and exploitation in the West, Central and Southern Africa Region.
This event will be the first one co-organised by IDDRI and the Abidjan Convention Secretariat, following the MoU recently established between these organisations."
