Compte tenu des objectifs et des contraintes de développement propres à chaque pays, des multiples défaillances du marché et des transferts internationaux limités, les prix du carbone n'ont pas à être nécessairement uniformes d'un pays à l'autre, mais doivent s'inscrire dans un ensemble plus large de politiques.
